Bio

Aloysius Bongwa is an internationally recognized urban management specialist. His focus is fiscal decentralization, local government finance, financial aspects of PPPs, and Housing. He has over twenty years of international working experience in developing and transitional economies in Africa, Asia and Eastern Europe. As a consultant for international agencies, institutions and programmes such as The World Bank, USAID, GTZ, PADCO, PHARE – The Baltic Sea Region, European Union, MATRA, Mr. Bongwa has worked on a wide range of capacity building, institutional strengthening projects and provided advisory services in over twenty-one countries with both developing and transitional economies, including - Albania, Cameroon, Ethiopia, Germany, Ghana, Indonesia, Latvia, Moldova, Namibia, Nigeria, Mozambique, Poland, Romania, South Africa, Vietnam, and Zambia. Mr. Bongwa has provided technical assistance and training in fiscal decentralization, intergovernmental transfers, local government finance, revenue mobilization, property taxation, public private partnerships, planning and urban management. Within the Institute for Housing and Urban Development Studies Mr. Bongwa is currently the Senior Expert in Urban Finance and is involved in the training of urban managers and in providing advisory services on intergovernmental fiscal relations, local government finance, revenue mobilization, and financial management to various Governments at all levels.
